Deployment is the crucial issue in cooperative systems. Considerable investments are necessary on the vehicle side as well as on the infrastructure side. It is not clear yet, how these investments will pay back. So far, ideas exist about the benefits that can be expected from vehicular communication but these have not yet been quantified in financial terms and there are no clear business cases.

Particularly important for the market introduction of cooperative systems technology in Europe are the underlying business cases. Considerable investments must be undertaken by the operators of the envisaged communication infrastructure as well as by the vehicle manufacturers. Without sustainable business cases there will be no investments into cooperative systems technology. Therefore, PRE-DRIVE C2X describes sustainable business cases from safety- to infotainment-applications.

PRE-DRIVE C2X is addressing this particular problem with an integrated approach consisting of a:
- thorough impact analysis considering all aspects affected by vehicular communication technology,
- cost benefit analysis from the business economics and political economics point of view,
- investigation into potential commercial applications of C2X communication as a complement to safety and mobility functions,
- early integration of all stakeholders in cooperative systems in order to tailor a market implementation process that considers their needs properly.

The expected outcome of this integrated approach is an implementation strategy for vehicular communication technology that is viable from the technical and the commercial point of view. The cooperation with projects like CVIS, SAFESPOT and COOPERS is essential to join the efforts for the design of a future sustainable deployment of cooperative systems.

Finally, liaison activities are providing specific inputs to the related standardisation bodies in particular to ETSI TC ITS. A number of partners in PRE-DRIVE C2X are also members of ETSI. They continuously exchange relevant information with all running projects and with other communities in the world, especially in the US and Asia.
