The next steps on the way to introduce cooperative systems are the further harmonisation of the European research efforts as well as concerted actions with the relevant stakeholders. Some of the most important questions to be answered are:

• How should a common European system look like?
• How to implement the system?
• When and up to which extent will it pay off?
